A celebration of life will be held on Friday, June 23, 2023 2 pm at Evangelical Methodist Church 820 Old Okisko Rd Elizabeth City, NC 27909. A viewing will take place at Bagley Chapel Missionary Baptist Church 816 Belvedere Rd Hertford, NC from 5pm - 7pm.

Joe was preceded in death by his parents, Charlie and Hattie Parker; daughters Beverly Denise Parker and Sheila Parker Hylton; five brothers and four sisters.

He leaves to cherish his memories: his wife, Louise E. Parker of Hertford; two daughters, Edwina Ellison (Ivy) (Newport News, VA), Judy Riddick (Ronnie) (Elizabeth City, NC); son, Josephus Parker Jr. (LaToya) (Hertford, NC); brothers, Linwood Parker Sr. and David Parker (Hertford, NC); sister, Mary McCrea (Philadelphia, PA); grandchildren, Sayon, Brandon, Kieth, Satoya, Devanee, Imani, Jonae; great grandchildren, Napiera, Ka’von, Kasaun, Kaiden; great great grandchild, Sayona; and a host of cousins and friends.
